			<content:encoded><![CDATA[<p>OK &#8211; final event here at Shine 2008, with 3 social entrepreneurs pitching to an esteemed panel for £5000&#8230;..MC&#8217;d by the &#8216;compere without compare&#8217;, Matt Kepple. I can see David Wilcox doing some video of the pitches, so I&#8217;ll aim at an edited highlights commentary.</p>
<p>First up is Minnie from India, who wants to go round Devon doing workshops on climate change, based on things she has learned from  her time at Schumacher College. The panel are being very nice about the pitch (which rambled a bit and lost me), but the kernel of the idea came through: a people-powered movement to locally inform and reach out. Questions were about the need for brand, about the need to differentiate, and about the possibility of sharing and working in partnership with others. Minnie gave pretty good answers to most of those.</p>
<p>Second up is Alexia, who used to be the Social Enterprise Coalition membership officer, is pitching for a project&#8230;.which aims to utilise yoga to tackle mental health issues / eating disorders etc. She wants the money to help inform and advocate the various stakeholder communities (care services, yoga practitioners, funders etc. and so forth), as well as deliver workshops herself. In the first instance, she wants to do some market research as the first stage of her journey. Good presentation, which was very clear and, to her credit, started with a clear outlining of her personal motivation. Questions are pondering the scope of ambition (too much?), planning effectively, and the barriers there may be: not least because it&#8217;s about working in the NHS. Good answers, particularly about not wanting to &#8216;own the space&#8217;, but ensure others can learn from her work.</p>
<p>Third up is Ben, who is pitching for a third sector communications agency for those whose projects and organisations can&#8217;t afford big budget investment in this area; utilising volunteers (students, but also those with experience from different agencies). Is now explaining the business model, and the potential social impact. Probably the clearest pitch so far: pretty impressive: &#8220;at the start of the weekend, I wasn&#8217;t sure this was a good idea&#8230;.but now I know it is&#8221;. Questions are around quality control (particularly if using volunteers), about the internship culture already existing (a suggestion around providing the training scheme to the existing big marketing agencies gets a decent response), uniqueness, method:purpose&#8230;..</p>
<p>[I have to say, and I am aware that this might be the jaded, slightly tired grump in me, but why are people incapable of phrasing a succinct, concise and clear question? Hey ho....]</p>
<p>And finally, the voting, people are holding up different coloured cards like a low-budget Apprentice:You&#8217;re Fired&#8230;. and the winner, with the blue cards holding sway&#8230;.. is&#8230;.Alexia.</p>

			<content:encoded><![CDATA[<p>It must be the hottest and sunniest day of the year, and, in combination with the <a href="http://news.bbc.co.uk/sport1/hi/football/eng_prem/default.stm">Premiership title decider </a>, that means the crowd is smaller today. There is a lazy, Sunday vibe today&#8230;.but still people from different walks of life, different backgrounds connecting, getting advice and taking part in a really wide range of sessions. Currently, there are sessions about partnership, about authenticity in social media, about marketing, and different 1:1 sessions on tax, business planning and so forth.</p>
<p>What always interests me are the unique points of view and preferences that everyone brings. I thrived on the energy of Friday / Saturday, but there are others finding today&#8217;s atmosphere more to their liking&#8230;interesting to think about how an event can try and cater to those different interests and emphases: a challenge for next year.</p>

			<content:encoded><![CDATA[<p>Just attended a great session led by Servane Mouazan of <a href="http://ogunte.com/innovation/">Ogunte</a> about different ways of gaining insights into dilemmas, obstacles and situations. Introductions via the senses (i.e. less what&#8217;s your name, and more what&#8217;s your favourite colour, smell, sound etc.) were remarkably illuminating, and there were some interesting connections from those first thoughts alone.</p>
<p>Then we had to choose a dilemma (mine was worrying about the first dance at my forthcoming wedding (considering my two left feet), then utilising thinking cards and cross-pollination cards to think about it in new ways. So, for me, that was thinking about &#8216;how my superhero would do it?&#8217; and then a few &#8216;what would happen if?&#8217; questions to prompt answers. Whilst I didn&#8217;t arrive this morning thinking about how Superman would approach a first dance at a wedding, it was interesting to do so&#8230;.and certainly brought about some new insights: about the ability to use an alter ego to gain confidence, about everyone having insecurities / anxieties (re. Lois Lane / Clark Kent), and about the possible use of pants outside the trousers as a distraction tactic.</p>

			<content:encoded><![CDATA[<p><img src="http://www.thesocialnetworkcompany.co.uk/files/images/home-page-netimage.jpg" align="left" height="160" width="240" />The <a href="http://www.shineunconference.com">Shine unconference</a> is very much about connecting people: acknowledging the value that comes from one-to-one connections, intimate conversations, personal advice, peer-to-peer learning and so forth. This did make it difficult at times to pitch to funders: so mapping those connections, trying to track them, and start to measure the value of them, is really important.</p>
<p>And that&#8217;s why we&#8217;re excited by the conversations we&#8217;ve been having with <a href="http://www.thesocialnetworkcompany.co.uk/">The Social Network Company</a>, who are going to experiment with using their graphical mapping tool at the event&#8230;.which (as with much at the event) is very much an experiment and a trial, but could have interesting results. Particularly if we can go back to those people after (say) six months, and see how such relationships have developed over time.</p>

<p>Also seen quite a few SSE Fellows: Jo Dempster, Winnie Williams, Tom Bulman, Will Rogers and others; great to see them all here. I&#8217;ve been trying to broker them to some particularly interesting sessions and areas; where else could you get innovation thoughts from NESTA, bespoke advice from What If?!, planning from Ashoka&#8230;.all for £20 a day. Bargain.</p>
<p>Currently Tom is talking in front of me to Patrick Moore from the <a href="http://www.thp.org/">Hunger Project</a>, who&#8217;s speaking hugely passionately about the need to empower men and women in developing countries. Patrick&#8217;s just suggested that I link to their new video, so <a href="http://www.thp.org/video/">watch it here</a>. What I totally agree with Patrick about is the need to stop seeing people as &#8216;beneficiaries&#8217; and see them as potential leaders, as authors of their own solutions. Very much in line with the messages <a href="http://www.sse.org.uk">SSE</a> gives out about people in the UK and beyond: social entrepreneurs often come from the communities they&#8217;re aiming to serve (and the problems they contain).</p>

			<content:encoded><![CDATA[<p>Ok, sitting here in the Marketplace listening to Steve Moore (I think) discussing the announcement of a new fund related to Channel 4 and digital media. It&#8217;s been a great first day here at Shine: really in line with what I and <a href="http://www.sse.org.uk">SSE</a> and the other organisers hoped for when we first sat down to discuss this event. Practical, relevant, full of networks and inspiring, interesting conversations; no long tedious speeches; genuine interaction and engagement. I&#8217;ve seen all of that, and more, today, and I hope more tomorrow and Sunday.</p>
<p>OK, not everything&#8217;s worked: we had problems at reception with ticketing, and a few sessions had patchy attendance, but generally really positive. And great to see some real value emerging from 1:1s as well.</p>
<p>Roll on tomorrow.</p>

<p>David Rossington, the new head of the Social Enterprise Unit at the Department of Communities and Local Government, is speaking to around 20-25 people here in the Future Cafe. Great that he&#8217;s come out to have the conversation with us here today. Currently outlining the background:</p>
<p>- DCLG empowerment white paper: does relate to social enterprise and entrepreneurship, but also about active citizens getting voice in their communities in relation to local/regional government.</p>
<p><span id="more-15"></span>- Social Enterprise Unit: currently recruiting someone to do the operational stuff and set it up (joining in the next few weeks)&#8230;3 things in his mind (priorities):</p>
<p>1) Help people internally understand what social enterprise is and get them enthused about the agenda.<br />
2) Lot of activity across government: clarity of role / differences in relation to government deparments<br />
3) Need for evidence base: absolutely key, particularly in these newer areas.</p>
<p>&#8220;That&#8217;s where I&#8217;m at: interested to here what you think, and what you think about these issues&#8221;.</p>
<p>Questions:<br />
- what would help you? (that DCLG could do?)<br />
- any specific areas of policy?<br />
- how to work with other departments? how to link them?</p>
<p><img src="http://farm4.static.flickr.com/3163/2478711066_f844967389_m.jpg" align="right" height="160" width="240" />[asked about DCLG and what they do: all in the title (local government / communities); also asked if DCLG covers Wales, which it doesn't following devolution.....DCLG covers housing, planning, communities, cohesion, etc etc.; Cliff Prior, hosting the session, recaps the questions for everyone]</p>
<p>Somebody from SEC asking a question about whether local and regional government have same level of knowledge or trust in social enterprise as central/national; how can DCLG help local authorities to get on board (does it have powers to &#8216;force&#8217; or &#8216;compel&#8217;)?</p>
<p>DR: Government is devolving a lot of power, and not about telling LAs what they should do / how they should operate. Primarily a role of influence (not command and control): to set the framework, to raise consciousness and move people on. There are leaders in the LA sector; + refers to Audit Commission star ratings as an incentive and a motivator. That&#8217;s an example at the &#8216;harder&#8217; end of influencing. Empowerment white paper has a role there in influencing the debate, changing the tone.</p>
<p>Question about scope of responsibilities&#8230;and cross-departmental role.</p>
<p>DR: OTS have the cross-promotional role within other government departments. I need to tread carefully and not create confusion and waste energy in what we do. Must be complementary + specific to DCLG strategic objectives&#8230;</p>
<p>Woman from childcare voucher system (which gives profits to children&#8217;s charity). Discussing how LAs don&#8217;t take them seriously enough + process is extraordinarily long, and is a waste of resources in relation to private companies.</p>
<p>DR: Why aren&#8217;t you getting very far?</p>
<p>Answer: smaller track record + understanding is lacking;</p>

<p>Woman (talking a bit quietly away from me): similar story about lack of understanding / lack of knowledge, no awareness of range of possibilities. Need for creating opportunities to see and build trust.</p>
<p>DR: LAs need to tender in accordance with European regulations&#8230;.some things they are forced to do (European stuff can be very tedious). Point about raising consciousness very important: journey local authorities are going on. Took time previously (i.e. we don&#8217;t have to do this all ourselves) to get them to an understanding, and it will take time.</p>
<p>Question / feedback: audit commission as a lever, would you think about the Gateway Process as a lever as well? Questions within that process would get them to think about those issues before tendering takes place [woman from Conversations That Matter]</p>
<p>DR: Gateway covers that [woman doesn't agree]. I&#8217;m a Gateway reviewer, so that is included in that process.</p>
<p>More questions about investment / risk could be raised at this stage also. Woman from Wales setting up a community centre (UnLtd award winner)&#8230;.need to give to individuals, not just structures.</p>

<p>Another person raises very practical issues: office space, funding; idea of local authorities interacting with them to use buildings.<br />
Local authorities: they were the problem (pinch your ideas!)</p>
<p>Ceri from SEC: reference to economic growth strategy and worklessness agenda. Ceri backs RDAs to give seedcorn grants to social entrepreneurs. Cliff adds in re. venture commissioning&#8230;.1/10 risk because you know one will work, but you know the benefits will be huge. DR mentions Adventure Capital Fund&#8230;.this still not seedcorn, but getting things to scale.</p>
<p>Point about different outcomes&#8230;and how these cut across different agendas. How can you encourage different elements (LSPs, LAAs etc)? Should social enterprise networks be on LSP boards?</p>

Previously people were sceptical about this, but it is getting there&#8230;.has been a lot of recognition that top down doesn&#8217;t work (for all), and that LSPs are key; wiring those in and creating a link is important. There are 150 local area agreements&#8230;..</p>
<p>[bloke from SEC again: I'd like more from the social entrepreneurs!] How do you get inside LAAs / LSPs etc?</p>
<p>DR: Linked to specific set of outcomes; public partners come together to identify targets and then how to tackle them. How are LAAs held to account? Performance against them&#8230;+ central government monitor + various inspection agencies would judge whole partnership.</p>
<p>Raj (again): Two points; how can I help in terms of building trust within commissioners (re. work at Innovation Exchange)&#8230;.in order to better collaborate / work with each other (innovators / entrepreneurs); + how do we avoid LA taking over&#8230;.difficulty of close relationships with local government. Commissioner: entrepreneur relationship needs to ensure social entrepreneur mission remains true.</p>
<p>DR: 3 points. Raising consciousness + holding events (such as this!); always ask the question &#8220;what benefit can you bring to the person you are trying to work with?&#8221; If you can answer that in a constructive way, that is a solution to the problem. [how can I get commissioners to want to engage?] Comes down to clarity about event and what it is trying to achieve + comes down to human relationships.</p>
<p>[wow, my wrists and fingers are hurting]</p>
<p>Question about lack of trust&#8230;but that is related to lack of proof. Need for evidence in order to assure re. credibility etc. Is there something about creating an evidence base: badging it with DCLG to make research compelling for local commissioners?</p>
<p>DR: Agree that this is an area we can help; research base that we publicise.</p>
<p><img src="http://farm3.static.flickr.com/2380/2477899619_34eca02b96_m.jpg" align="left" height="160" width="240" />David Dawes: Commissioner for 8 years, social entrepreneur for 5 years (poacher turned pheasant); will never be an excellent commissioner, and the need to diversify revenue streams, and get income from other sectors. At best, commissioning will move from crap to &#8220;not-too-crap&#8221;.</p>
<p>CP: need to factor in risk of continuing status quo (as in, what we currently have is rubbish, so what&#8217;s the risk in trying something new?) In areas of community cohesion&#8230;..for example. Can the system assessing risk factor that in.</p>
<p>[different bloke from SEC]: question about planning re. DEFRA + community-owned stuff (assets, wind farms etc.) and need to make links across government departments.</p>
<p>[possibility of secondments]</p>
<p>DR: yes, absolutely.</p>
<p>Further point that secondments have to be useful and recognise and share the learning; need for proper planning. People with potential, not just the people who want to escape.</p>
<p>DR: works well in DCLG, and is well planned&#8230;</p>
<p>CP: opportunities for internships and secondments for commissioners as well? On whatever training programmes they have&#8230;</p>
<p>Session is petering out slightly&#8230;asking for areas they can work in / address [I mention housing, someone else mentions user-designing of services, empowerment] Wales woman is back on the warpath: hugely passionate and inspiring&#8230;.and responding to the challenge. CP making a point about resistance to individuals / leadership (re. communities / groups).</p>
<p>OK, it&#8217;s now officially turned into the Welsh woman, Charlotte Galsworthy, and all just loving listening to her. [will link to her site later] The fire of the dragon, if you excuse the stereotype, is alive and well in Charlotte.</p>
<p>CP: where is DCLG struggling to achieve? which areas?</p>
<p>[NB - I promised not to blog this, but basically DR refers to need for cohesive, empowered communities and afoordable housing]</p>
<p>DR: that&#8217;s why we need to check out how it fits with department; come and see you as a specific solution to a problem&#8230;.rather than the generic top-down approach (DoH).</p>
<p>David Dawes: not many entrepreneurial people within the public sector; need for revenue in years 2-4; that is currently a big challenge. Tricky bit&#8230;</p>
<p>CP: replication also on the agenda about how to spread best innovations&#8230;.</p>

<p>Further questions: can there be investment about demonstrating outcomes? can DCLG provide a lead on this? + difficulties of dealing with multiple outcomes: how can this be made accessible for social entrepreneur-led organisations? Also, further points about how outcomes / targets are generated: &#8220;local people know what local areas need&#8221;.</p>
<p>DR: would back need for common language.</p>
<p>[final thoughts and comments now]: need to fund over a longer period (two-year not enough); DR agrees, although sometimes difficult depending on restrictions. More discussion of outcomes&#8230;.need to get the stat people in. More questions about evidence.</p>
<p>DR: a lot of generic and general stuff: citizen survey on attitudes and perceptions etc.; what we don&#8217;t have is looking beyond case studies / high-level statistics&#8230;looking at causes etc.</p>
<p>Wrapping up now&#8230;DR says has come just at the right time. Thanks and applause.</p>

We&#8217;ll see how it goes tomorrow and Sunday&#8230;.no doubt it will improve.</p>
<p>In other news: had some good conversations in various snugs and nooks and crannies. Learnt about a project called BodyGossip, about what a &#8216;library of needs&#8217; is (photo to follow), and with the ever engaging and knowledgable Jason Mollring from SE squared (South East Social Enterprise Networks). And my colleague Ian Baker has arrived from SSE&#8230;and arrived with coffee.</p>
<p>And, breaking news, just been interviewed by Alex Bellinger from <a href="http://www.smallbizpod.co.uk/">SmallBizPod</a>, who&#8217;s going to be putting up a podcast in a couple of weeks&#8217; time, which is great: I know Alex has a big and loyal audience on iTunes, so that should help spread the word.</p>
